PROJECT BRIEF

Green and Orange Lines have been implemented that facilitate estimated passengers’ traffic of 50,000 per day. With the induction of feeder route buses, existing and future lines will be integrated which will contribute towards the long-term sustainability of overall system.

PROJECT DESCRIPTION

ADB approved USD 70 million loan amount for Viability Gap Fund (VGF) under Enhancing Public Private Partnership in the province of Sindh Project. The loan amount can be availed for covering substantial part of capital expenditure including procurement of electric buses, electricity generation through solarization and depos’ development.

For project preparation, road condition surveys need to be reassessed to ascertain the operationality of the project. Furthermore, Operational Business Plan 2019 will also be updated. In addition to above, technical study for solarization, assessment of adequate grid capacity, depo design including solarization, bus parking/charging/maintenance, environmental studies, financial model, feasibility study, and developing bidding documents and concession agreements are also included.

PPP POLICY BOARD APPROVAL

PPP Policy Board in its 40th meeting held on 8th June 2023 directed Secretary Transport to conduct a comprehensive reassessment of the operational business plans in consultation with Asian Development Bank. The Board emphasized the importance of conducting a thorough analysis to accurately determine the actual requirement of buses.

CURRENT STATUS

Variation to the existing contract with Exponent Engineers (consultant firm for Red Line BRT) is required to update operational business plan (3rd generation BRT), conduct road surveys, develop technical study for solarization, concept design for depos, assess viability of wheeling by Karachi Electric and preparation of ADB safeguards documents.

The matter of contract variation is under consideration by TransKarachi. The proposal for modifying the contract terms shall be presented to the TransKarachi Board, accompanied by a comprehensive justification outlining the rationale for reallocating the Red Line PC-1 allocation. This reallocation aims to fund essential feasibility studies and the revision of the operational business plan pertaining to the feeder routes associated with the Green and Orange Line BRT projects.

Re-assessment of operational business plan would take around two months and is estimated to be completed by June 2024.
